Government Orders & Notices Directory — Building & Construction, Nepal

What this page is: a curated collection of Government of Nepal legislation, Gazette notices, standards and official directives that govern the building and construction industry — from the Building Act itself, to the National Building Code, Kathmandu Valley standards, apartment and housing laws, and live municipal enforcement orders.

How to use it: entries are grouped by type. Entries with an official government source are marked OFFICIAL; entries where the government action is confirmed but the official notice document is still being located are marked REPORTED with the live reporting source.


Acts of Parliament

1. Building Act, 2055 (1998) — भवन ऐन, २०५५

  • Issuing body: Parliament, Government of Nepal
  • Date: Promulgated 2055/03/18 BS; amended 2064, 2066, 2072 and 2075
  • What it does: Nepal’s primary building law. Requires all construction to follow the approved National Building Code; municipal authorities may not approve plans contrary to the code; unauthorized or non-compliant construction can be stopped, demolished and fined. Empowers the Government to approve parts of the National Building Code by notice in the Nepal Gazette.

2. Ownership of Joint Housing Act, 2054 (1997) — सामूहिक आवासको स्वामित्व सम्बन्धी ऐन

  • Issuing body: Parliament, Government of Nepal
  • Date: Royal seal and publication 2054/09/07 BS (22 December 1997); amended 2066 and 2072
  • What it does: Nepal’s apartment law. No joint (apartment) housing may be built without the approval of the competent authority; developers must apply with drawings, structural design, land particulars and collective-area plans. Sets rules for apartment sale agreements, ownership of common areas, collective maintenance expenses and housing management committees.

3. Right to Housing Act, 2075 (2018) — आवासको हक सम्बन्धी ऐन

  • Issuing body: Federal Parliament, Government of Nepal
  • Date: Authenticated 2075/06/02 BS (18 September 2018)
  • What it does: Gives every citizen the right to appropriate housing. The federal, provincial and local governments must provide housing to homeless and disaster-displaced families; eviction for public purpose requires consultation, sufficient written notice, and resettlement or compensation paid before the eviction.

Rules

4. Building Rules, 2066 (2009) — भवन नियमावली, २०६६

  • Issuing body: Government of Nepal, under Section 22 of the Building Act, 2055
  • Date: Published in the Nepal Gazette 2066/08/25 BS (10 December 2009)
  • What it does: Prescribes the building permit process. Approval is required before constructing Category A, B or C buildings; applications must include drawings/designs with architectural, structural, sanitary and electrical documents; the Urban Development Office must approve compliant designs within 30 days. Includes the official application forms and technical-detail forms referencing NBC 206, 207 and 208.

National Building Code & Standards

5. Kathmandu Valley Building Construction Standards, 2064 (2007)

  • Issuing body: Government of Nepal, Ministry of Physical Planning and Works; Kathmandu Valley Town Development Committee (now KVDA)
  • Date: 2064 BS
  • What it does: Binding building standards for municipalities and urbanizing areas in the Kathmandu Valley — land use, building safety, floor area ratio (FAR), open space, height and building-line rules, apartment construction, riverbank construction and heritage zones, with municipality-specific provisions for Kathmandu, Lalitpur, Kirtipur, Madhyapur Thimi and Bhaktapur.

6. NBC 205:2024 — Ready-to-Use Detailing Guideline for Low-Rise RC Buildings

  • Issuing body: Government of Nepal, Ministry of Urban Development / DUDBC
  • Date: Approved for mandatory application 2081/01/30; Nepal Gazette notice 2081/02/28 BS under Section 18(1) of the Building Act, 2055; replaces NBC 205:1994
  • What it does: Ready-to-use structural drawings for two- and three-storey reinforced-concrete frame buildings (Building Category C), for municipalities and rural municipalities where professional engineers are not available. Based on the revised seismic code NBC 105:2020.

7. Revised earthquake-resistant National Building Code — Gazetted 14 November 2025

  • Issuing body: Government of Nepal (reported; Gazette notice document not yet located)
  • Date: 14 November 2025
  • What it does: Enforced the revised National Building Code — seismic zoning for all 753 local levels, a Kathmandu Valley soil map, revised load combinations, and soft-storey / torsional-irregularity provisions. Applies to buildings and some hydropower structures.

Municipal Orders & Permit Systems

8. KMC Electronic Building Permit System (eBPS)

  • Issuing body: Kathmandu Metropolitan City (KMC)
  • Date: System live (ongoing)
  • What it does: KMC’s official online building-permit portal. A Municipal Building Permit is required to build within the municipal boundary; KMC processes applications and issues the permit in three stages — (1) up to plinth level, (2) completion of the structure, (3) completion certificate — in compliance with the defined building bylaws.

9. KMC–KVDA seven-day notice to remove illegal structures

  • Issuing body: Kathmandu Metropolitan City and Kathmandu Valley Development Authority (reported; official notice document not yet located)
  • Date: Public notice issued following a joint meeting on 18 October (reported 2026)
  • What it does: Ordered the voluntary removal of encroachments and non-compliant structures — along roadsides, public land and riverbanks — within seven days, warning that the metropolis will forcefully demolish remaining structures and charge all removal costs to the owners.

Not yet verified — leads under research

These items are real and relevant, but an official government copy or notice document has not yet been located and confirmed. They are listed here so readers know what is coming, not as authoritative downloads:

  • Fundamental Construction Bylaws on Settlement Development, Urban Planning and Building Construction, 2015 (2072) — endorsed October 2015; banned row housing over three storeys, set minimum 1.5 m setbacks for buildings up to 10 m, required roads of at least 8 m in new settlements. Described in the World Bank Doing Business 2018 report and contemporaneous reporting. Official GoN text pending.
  • Kathmandu Valley Development Authority Act, 2069 (2012) — the Act establishing KVDA; official text not yet located.
  • Local Government Operation Act, 2074 (2017) — gives municipalities building-approval powers under Section 11; official English/Nepali PDF not yet located.
  • Nepal Gazette portal — rajpatra.dop.gov.np; not yet verified live.
  • KMC notice against leaving construction materials on streets and pavements — Deputy Mayor’s warning citing the Local Government Operation Act, 2074 and Environment Protection Act, 2076 (reported April 2024); official KMC notice pending.
