Chame Rural Municipality works contracts awarded to two contractors have been announced through an intent-to-accept notice published by the municipality on 2083/06/22. The first award, contract CRM-Works/02/083/084, covers the construction of a compound wall and gate at Chame City Hall and goes to R.V. Nirman Sewa Udhyog of Chame-04, Manang at Rs 28,601,895. The second, contract CRM-Works/03/083/084, covers helipad concrete paving and wall construction in Ward No. 3 and goes to Sulabh Nirman Sewa of Besisahar, Lamjung at Rs 2,802,091.08.
The Chame Rural Municipality works contracts awarded were procured by the office of the rural municipality in Manang district, Gandaki Province. Following the evaluation of the bids received for the two works packages, the municipality identified R.V. Nirman Sewa Udhyog, based in Chame-04 of Manang district, and Sulabh Nirman Sewa, based in Besisahar of Lamjung district, as the selected bidders for the city hall and helipad works respectively.

Chame serves as the district headquarters of Manang, a Himalayan district in the Annapurna region of Gandaki Province. The city hall compound wall and gate project will secure and define the municipality’s civic premises, while the helipad works in Ward No. 3 involve concrete paving of the landing surface and construction of a retaining or boundary wall. In mountain districts like Manang, helipads are critical infrastructure, supporting medical evacuations, emergency response and connectivity for remote settlements where road access can be limited or seasonally disrupted.
Chame Rural Municipality works contracts awarded: what the notice means
An intent-to-accept notice is not the same as a signed contract. Under Section 27(2) of Nepal’s Public Procurement Act 2063, a public office that intends to accept a bid must first publish a notice announcing its intention, naming the selected bidder and the quoted amount. The law then gives the other participating bidders a window of 7 days from the publication date to file a complaint or protest if they believe the evaluation was flawed. Only after this complaint period closes without a valid objection may the office proceed to sign the contract with the selected bidder.
This mechanism is an important transparency safeguard in public procurement. It allows unsuccessful bidders to scrutinize the decision and raise concerns through a formal channel before public funds are committed. If a complaint is found valid, the office may have to re-evaluate the bids or restart the process. If no complaint is filed within the 7-day period, or if complaints are resolved in the office’s favour, the municipality can move ahead with signing the two works contracts and the winners begin construction.
Once the complaint window closes, R.V. Nirman Sewa Udhyog will take up the Rs 28,601,895 city hall compound wall and gate works, while Sulabh Nirman Sewa will execute the Rs 2,802,091.08 helipad paving and wall works in Ward No. 3. Both projects serve the mountain communities of Manang district, where durable public infrastructure must withstand harsh high-altitude conditions.
