Land Subdivision Restrictions: Chitwan Entrepreneurs Seek Easier Rules

Land subdivision rules are back in the spotlight after land and housing entrepreneurs in Chitwan urged the government to remove obstacles to plotting and clarify land-use policy. A delegation of real estate businesspeople met the Land Minister in Sauraha and asked for relief from policy uncertainty that, they say, is holding back property transactions.

Who Raised the Land Subdivision Issue

The delegation was led by Baburam Adhikari, president of the Narayani Land and Housing Entrepreneurs Association. They met Minister for Land Management, Cooperatives, Federal Affairs and General Administration Pratibha Rawal in Sauraha, where she has been attending various programmes during her Chitwan visit.

Senior Vice-President Hemanta KC (Hari), Vice-President Jayaram Khatri, and executive committee members Shankar Sitoula and IP Thapa were also present at the meeting.

What the Entrepreneurs Asked For

The association put three main demands to the minister:

  • An end to policy uncertainty around land subdivision, so that plotting can proceed.
  • Clarity in the land-use policy.
  • A review of provisions related to capital gains tax and government revenue.

Adhikari said the real estate sector needs to be organised and revitalised, noting that property transactions generate revenue for the government. In other words, the group argues that easing restrictions could help the state as well as the industry.

The meeting reflects a wider concern in the property sector. Entrepreneurs say that when land subdivision stalls, sales slow, associated businesses such as surveyors, contractors and material suppliers feel the pinch, and public revenue from registration also falls. Their appeal to review capital gains tax provisions points to the same worry: that the current mix of rules discourages transactions that would otherwise take place.

The Minister Responds

Minister Rawal said the government is serious about clarifying the land-use policy and resolving problems in land transactions. The entrepreneurs said she assured them that necessary steps would be taken soon to facilitate lifting the restrictions on land subdivision. No timeline or specific policy change was announced at the meeting.

Why Land Subdivision Rules Matter to Builders

Land subdivision rules shape where housing can be developed, how plots are priced and how quickly construction projects can start. For developers, engineers and homebuyers, unclear rules mean delays and uncertain costs. Until the government spells out the land-use policy, anyone planning to buy a plot or build in a fast-growing area such as Chitwan should check current local rules before committing. We will follow any official announcement on land subdivision and related tax changes.
