Chautara HDPE pipe supply contracts awarded to Shree Narayani Plastic Udhyog of Kalaiya, Bara, have been announced through an amended intent-to-accept notice published by the Water Supply and Sanitation Division, Chautara, Sindhupalchok on 2083/06/19. The two goods contracts are: WSSD/NCB/1/83/084-Goods, HDPE pipe supply for Sindhupalchok water projects, at Rs 7,633,322.81; and WSSD/NCB/2/83/084-Goods, HDPE pipe supply for Kavrepalanchok water projects, at Rs 7,064,782. The notice amends an earlier intent notice that had been published in the Gorkhapatra newspaper.
The Chautara HDPE pipe supply contracts awarded were procured through national competitive bidding for goods by the Water Supply and Sanitation Division office in Chautara, the headquarters of Sindhupalchok district in Bagmati Province. Following the evaluation of the bids received for the two packages, the division identified Shree Narayani Plastic Udhyog, based in Kalaiya of Bara district, as the selected supplier for both the Sindhupalchok and Kavrepalanchok pipe supply contracts.

HDPE, or high-density polyethylene, pipes are the standard choice for rural drinking water schemes in Nepal, valued for their durability, flexibility and resistance to corrosion in hill terrain. The pipes supplied under these contracts will feed water projects across Sindhupalchok and Kavrepalanchok, two hill districts of Bagmati Province where gravity-fed transmission lines and village distribution networks depend on reliable piping. Chautara, as the headquarters of Sindhupalchok, hosts the division office overseeing such schemes in the region.
Chautara HDPE pipe supply contracts awarded: what the notice means
An intent-to-accept notice is not the same as a signed contract. Under Section 27(2) of Nepal’s Public Procurement Act 2063, a public office that intends to accept a bid must first publish a notice announcing its intention, naming the selected bidder and the quoted amount. The law then gives the other participating bidders a window of 7 days from the publication date to file a complaint or protest if they believe the evaluation was flawed. Only after this complaint period closes without a valid objection may the office proceed to sign the contract with the selected bidder. Because this notice amends an earlier publication, the complaint window runs from the amended notice.
This mechanism is an important transparency safeguard in public procurement. It allows unsuccessful bidders to scrutinize the decision and raise concerns through a formal channel before public funds are committed. If a complaint is found valid, the office may have to re-evaluate the bids or restart the process. If no complaint is filed within the 7-day period, or if complaints are resolved in the office’s favour, the division can move ahead with signing the two supply contracts and the winner begins delivery.
Once the complaint window closes, Shree Narayani Plastic Udhyog will supply HDPE pipes worth Rs 7,633,322.81 for the Sindhupalchok water projects and Rs 7,064,782 for the Kavrepalanchok water projects. The two awards keep drinking water schemes in Bagmati Province stocked with essential piping.
