The Baitadi Road Division road contracts awarded were procured through national competitive bidding by the Road Division office in Baitadi, Sudurpashchim Province. Following the evaluation of the bids received for the five packages, the division identified M/S Momentum For Construction, based in Mahakali-4 of Darchula district, as the selected bidder for the two maintenance contracts, M/S Minakshi Construction, based in Navadurga-01 of Dadeldhura district, for two safety contracts, and M/S D.N. Engineering Pvt Ltd, based in Amargadhi-05 of Dadeldhura district, for the third safety contract.

The awards cover strategic highways of far-western Nepal. The Mahakali Highway (NH-66) runs through Baitadi and Darchula toward the northern border, the Midhill Highway (NH-03, also known as the Pushpalal Highway) crosses the mid-hills east to west, and the Khodpe-Chainpur Highway (NH-64) links Bajhang. Reactive maintenance means prompt repair of potholes, cleared drains and patched surfaces to keep traffic moving, while road safety works typically add signage, barriers, delineators and markings that reduce crash risks on hill alignments.
Baitadi Road Division road contracts awarded: what the notice means
An intent-to-accept notice is not the same as a signed contract. Under Section 27(2) of Nepal’s Public Procurement Act 2063, a public office that intends to accept a bid must first publish a notice announcing its intention, naming the selected bidder and the quoted amount. The law then gives the other participating bidders a window of 7 days from the publication date to file a complaint or protest if they believe the evaluation was flawed. Only after this complaint period closes without a valid objection may the office proceed to sign the contract with the selected bidder.
This mechanism is an important transparency safeguard in public procurement. It allows unsuccessful bidders to scrutinize the decision and raise concerns through a formal channel before public funds are committed. If a complaint is found valid, the office may have to re-evaluate the bids or restart the process. If no complaint is filed within the 7-day period, or if complaints are resolved in the office’s favour, the division can move ahead with signing the five contracts and the winners begin work.
Once the complaint window closes, Momentum For Construction will take up the two reactive maintenance packages on the Mahakali Highway, Minakshi Construction the safety works on NH-66 and NH-03, and D.N. Engineering the safety works on the Khodpe-Chainpur Highway. The five awards, together worth over Rs 13 million, keep far-western highways safer and serviceable.
