Northern Ireland has launched its largest water infrastructure procurement in years. According to New Civil Engineer, NI Water launched the NI Water capital works framework on 19 October 2026, a programme valued at 10.5 billion pounds excluding VAT and 12.6 billion pounds including VAT. NI Water is the sole provider of water and sewerage services in Northern Ireland, according to the company, so the framework will shape almost every major water project in the region for the next decade.

The new framework is called the Integrated Partnerships Framework IF109, according to the tender notice reported by New Civil Engineer. It is intended to succeed the existing IF105 framework, which is due to expire in May 2028, the report says. According to the tender notice, the new agreement is scheduled to run from 1 October 2027 to 30 September 2033, with an initial term of six years. NI Water can extend it for three further periods of two years at its sole discretion, taking the maximum length to twelve years, according to New Civil Engineer.

How the NI Water capital works framework is structured

The engineering substance sits in the four lots that divide the work by scale and discipline. According to New Civil Engineer, Lot 1 covers minor civil pipelaying work valued at 150 million pounds excluding VAT. The lot will support pipelaying and network rehabilitation involving below ground water and wastewater infrastructure across Northern Ireland, including water distribution mains, wastewater sewers, rising mains and communication pipes, with typical project values from zero to 3 million pounds, the report says.

Lot 2 covers minor civil works valued at 1.35 billion pounds excluding VAT, according to the tender notice. It includes tanks, chambers, reservoirs, pumping station civil works, treatment works civil infrastructure and buildings, with typical project values up to 10 million pounds. Lot 3 covers minor mechanical, electrical, instrumentation, control and automation work, together with process engineering, valued at 3.55 billion pounds excluding VAT. Lot 4 is the largest lot, valued at 5.45 billion pounds excluding VAT, and is intended for large scale, high value and complex capital projects that need integrated civil and process engineering, according to New Civil Engineer. Projects under Lot 4 may include major water and wastewater treatment works, pumping stations, service reservoirs and network infrastructure, with values generally expected to exceed 10 million pounds.

Across all lots, the NI Water capital works framework covers programme and project management, design, engineering, construction, commissioning and handover, according to the tender notice. The framework will have a maximum of 18 suppliers, and suppliers may apply for all four lots but can be awarded a maximum of three lots, the report says.

Why this water programme matters

Water infrastructure rarely makes headlines until it fails, but its scale here is national. Because NI Water serves the whole of Northern Ireland, the NI Water capital works framework will decide how treatment works are rebuilt, how leaking networks are renewed, and how reservoirs and pumping stations are kept resilient through future regulatory periods. According to New Civil Engineer, the framework is intended to support delivery of the PC28 investment programme and future regulatory periods, providing capacity, capability, flexibility, value for money and resilience for the future capital programme.

For civil engineers, the lesson is in the procurement model itself. Instead of tendering every treatment works or sewer renewal alone, NI Water is buying long term partnerships that combine civil works and process engineering in one place. That approach can give contractors steady work to plan teams and equipment around, while giving the client a ready pool of suppliers for both small network repairs and strategic projects worth tens of millions of pounds.

The framework is also envisaged to be available to NI Water subsidiaries and other participating authorities, according to the tender notice. Those bodies include local councils and Northern Ireland government departments, as well as the Northern Ireland Environment Agency and the Northern Ireland Housing Executive, New Civil Engineer reports.

What happens next

The timetable is now clear. According to New Civil Engineer, the deadline for enquiries is 12 November at 4pm and requests to participate must be submitted by 18 November at 3pm. The estimated award decision date is 1 October 2027, the report says. That long lead time reflects the size of the decision: suppliers chosen under the NI Water capital works framework could be building Northern Ireland water infrastructure well into the late 2030s if all extensions are used.

For engineers and contractors watching from Nepal and elsewhere, this is a reminder that the biggest civil engineering work is often not a single bridge or tunnel. Sometimes it is the quiet, decade long programme that rebuilds the pipes, tanks and treatment plants a whole population depends on every day.
