Nepal Launches New Bolpatra System With Sealed Bid Encryption

Nepal new Bolpatra system launch was announced by Infrastructure Development Minister Er. Sunil Lamsal on Saturday, as the government unveiled a rebuilt electronic procurement platform designed to fix the failures that brought down the old e-GP system. In a video post on his official Facebook page, the minister said the new system is far more secure, faster and fully transparent, and that it has been built under a special initiative of the Ministry of Infrastructure Development.

The old system had developed serious problems over time. Servers crashed at the final deadline for submitting bids, bid amounts leaked before envelopes were opened, and when the internet or the server failed there was no fallback, forcing offices back to manual paper processes. The Public Procurement Monitoring Office suspended the old e-GP system on September 16, 2026 over security and tampering concerns, and contractors across Nepal have been waiting since then for a working replacement.

Sealed bids that nobody can open early

The centrepiece of the Nepal new Bolpatra system launch is client side encryption combined with multi share, quorum based bid encryption and decryption. Under the old system, bidders feared that the amount they quoted could leak before opening. Under the new system, no one can see a bidder quoted amount until the official opening time arrives. Access to the system itself is protected by two factor authentication, and sensitive actions require session based approval from at least two parties.

Activity inside the system is also recorded in a way that cannot be quietly edited later. An immutable audit mechanism backed by WORM based, tamper proof storage keeps a permanent record of who viewed or changed data, and at what time. Bid revisions are handled the same way: a bidder who corrects a bid inside the deadline does not erase the old version. The new version is stored encrypted alongside it, which the ministry says protects both legal validity and confidentiality.

Built to survive deadline day traffic

Server capacity was the other public failure of the old platform, which went down when large numbers of users arrived at the same time near a deadline. The new platform is built on efficient web frameworks and current security standards, with DDoS protection, rate limits and bot protection intended to absorb heavy traffic and cyber attacks without going offline on submission day.

What Phase 2 adds

The ministry says the Nepal new Bolpatra system launch is only the first step, and the platform will keep evolving. In Phase 2, standard bidding documents will be generated by the system itself, ending the manual document preparation that produces errors and inconsistencies between notices. Artificial intelligence will flag suspicious activity, such as collusive bidding patterns or several bids arriving from a single computer. The platform will connect directly with the Inland Revenue Department and Nepal Rastra Bank so tax clearance and blacklist status are pulled automatically, and bank guarantees will be verified through a direct API link with banks, addressing the problem of fake guarantees. An offline Digital Lockbox is also planned, so bids can be submitted securely even in an emergency with no network connection.

What contractors should do now

For contractors, the practical position today is simple. A beta version of the portal is already live at beta.bolpatra.gov.np, and Eve Construction verified on Saturday that it loads as the real Public Procurement portal, but it still shows zero open projects and zero published projects, so there is nothing to bid on through it yet. The Nepal new Bolpatra system launch is an announcement and a testing step, not yet a return to live electronic tendering. Companies should watch for the first real notices to appear on the portal, keep their registrations and digital documents ready, and send feedback on the new system to the ministry at info@moid.gov.np, the address the minister gave for suggestions.

If the new platform performs as described, it closes the two trust gaps that defined the old e-GP era: bids that leaked before opening, and a server that failed at the exact moment bidders needed it most. Eve Construction will track the portal daily through its tender checks and will flag the first live projects the moment they appear.
