Infrastructure Development Minister Sunil Lamsal has opened a consultation program on legal reforms needed for infrastructure development and investment, in preparation for the Nepal Infrastructure Summit, according to his October 2, 2026 update.
The minister said that after direct dialogue with the private sector, the ministry is identifying the legal and procedural complexities seen in investment and infrastructure development, and is preparing a draft of solution-oriented reforms. After discussing the policy problems identified by the private sector and the prepared draft, the aim is to create a clear and investment-friendly legal foundation for investment and infrastructure development, he said.
At the opening of the consultation, which started Friday in Kathmandu, the minister stressed that laws should serve the public interest. “No act centered on any person or institution should be made,” he said while clarifying the purpose of lawmaking. He called for intervention to make proper laws, saying prosperity should be visible in new acts, and added that laws should leave no grey zones, should bring in investment, and should be easy.
The minister also shared the full video of his speech at the opening session of the workshop on legal reforms needed for infrastructure development and investment.
