Fikkal Rural Municipality smart board contract has been awarded to M/S Sabal Enterprises of Kamalamai-06, Sindhuli, according to an intent-to-accept notice published by the municipality on 2083/06/21. The Fikkal Rural Municipality smart board contract was procured by the office of the rural municipality in Sindhuli district, Bagmati Province, through a sealed quotation process for goods. Following the evaluation of the quotations received under contract number FRM/Sindhuli/Goods/SQ/01/2083-84, the municipality identified M/S Sabal Enterprises, based in Kamalamai-06 of Sindhuli district, as the supplier selected for the work at Rs 1,799,525.

Interactive flat panels are large touch-screen displays that work as digital whiteboards, allowing teachers to present multimedia lessons, annotate content on screen and run interactive classroom activities. For community schools, which often operate with limited teaching materials, such equipment can meaningfully upgrade the classroom experience, supporting visual learning and digital literacy among students. The contract covers both supply and installation, so the winning firm is responsible for delivering the panels and setting them up ready for use in the schools.

What the Fikkal Rural Municipality smart board contract notice means

An intent-to-accept notice is not the same as a signed contract. Under Section 27(2) of Nepal’s Public Procurement Act 2063, a public office that intends to accept a bid must first publish a notice announcing its intention, naming the selected bidder and the quoted amount. The law then gives the other participating bidders a window of 7 days from the publication date to file a complaint or protest if they believe the evaluation was flawed. Only after this complaint period closes without a valid objection may the office proceed to sign the contract with the selected bidder.

This mechanism is an important transparency safeguard in public procurement. It allows unsuccessful bidders to scrutinize the decision and raise concerns through a formal channel before public funds are committed. If a complaint is found valid, the office may have to re-evaluate the bids or restart the process. If no complaint is filed within the 7-day period, or if complaints are resolved in the office’s favour, the municipality can move ahead with signing the Fikkal Rural Municipality smart board contract and the winner begins the supply and installation work.

For the community schools covered by the procurement, the notice means that smart boards worth Rs 1,799,525 are on the way once the contract is signed after the complaint window closes. Fikkal Rural Municipality, located in Sindhuli district of Bagmati Province, is investing in classroom technology for its public schools through this goods procurement.
