Infrastructure Development Minister Sunil Lamsal said the adjustment will apply to ongoing public construction contracts whose performance period remained active after March 29, 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The measure covers petroleum products, bitumen, HDPE pipes, cement and steel, whose prices increased unusually because of international conflicts and disruptions in the global supply chain, according to the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Contracts without an existing provision for annual or price adjustments will also be eligible if they meet the required criteria. For contracts that already have a price adjustment provision, the amount received under the existing contract terms will be deducted before the additional special adjustment is calculated.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Extraordinary_increases_only_verified_quantities\"><\/span>Extraordinary increases only, verified quantities<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The government said the mechanism will cover only price increases caused by extraordinary circumstances, not normal market fluctuations. Amounts will be calculated based on actual consumption, verified quantities and relevant prices to prevent double benefits or unnecessary payments.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Why_it_matters_for_Nepals_builders\"><\/span>Why it matters for Nepal&#8217;s builders<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The decision aims to prevent construction projects from being halted because of unusual international conditions, ensure continuity of ongoing development projects and address the financial imbalance faced by the construction sector. Nepal&#8217;s contractors have repeatedly warned that fixed price public contracts become unviable when input costs surge without warning, and industry groups have long pressed the government for a standing adjustment mechanism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Industry representatives say the timing is critical. With major post-flood reconstruction about to begin in Rasuwa, Nuwakot and Dhading, contractors need cost certainty before they commit equipment and crews to remote sites. A clear adjustment formula gives both builders and project offices a shared reference point, reducing the disputes that have stalled public works in the past.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For project owners and engineers, the move should reduce disputes and work stoppages that have plagued public works in recent years. For contractors, the Nepal construction price adjustment offers a path to recover documented extraordinary cost increases without renegotiating entire contracts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the mechanism now approved, attention turns to implementation. The government will need to publish clear guidelines on eligible materials, reference prices and verification procedures so that payments flow quickly to the contracts that need them most. Clear timelines for processing claims will be just as important as the formula itself, since delayed payments have been a persistent complaint across the sector.<\/p>\n\n\n\n<p
