None of them met its completion deadline, and many contractors have stopped work entirely, leaving roads half built and bridges incomplete across the mountainous province. The details emerged in a report filed from Birendranagar on October 9.

Karnali is Nepal’s largest and least developed province, stretching from the western lowlands to remote high Himalayan districts. For its scattered communities, a single motorable road or suspension bridge can mean the difference between market access and months of isolation during winter and the monsoon season. When a contract stalls, the cost is measured not only in rupees but in lost harvests, expensive air transport for medicines, and children walking hours to reach schools.

The directorate’s account places responsibility on contractors and on the province’s own monitoring systems. Projects awarded as early as fiscal 2017/18 should have been completed and handed over years ago. Instead, repeated extensions and slow progress pushed many of them into a limbo where work has effectively ceased. Officials have acknowledged that monitoring and enforcement were too weak to keep contractors on schedule.

This pattern is not unique to Karnali. Across Nepal, low bid awards, delayed government payments, disputes over price adjustment, and limited contractor capacity have repeatedly derailed public infrastructure. Karnali’s remoteness adds another layer of difficulty: transporting materials to districts such as Humla, Mugu and Dolpa is expensive and weather dependent, and keeping remote sites staffed through winter is a constant challenge.

Why delayed road and bridge contracts matter for Karnali

The province’s strategic road network is still far from complete. The Karnali Corridor, which aims to link Surkhet to Hilsa on the northern border, and the feeder roads connecting district headquarters, remain lifelines for a region where most settlements still lack all weather road access. Every stalled contract delays those wider network benefits and erodes public trust in provincial governance.

What happens next for the stalled projects

The provincial ministry now faces pressure to act. Under Nepal’s Public Procurement Act, persistent failure to perform can lead to contract termination and blacklisting of contractors, although such action is often slow in practice. Engineers say realistic rescheduling, strict milestone based payments, and close on site monitoring could help revive work on salvageable contracts, while hopelessly stalled ones may need to be retendered to new builders.

Until the directorate converts its assessment into enforcement, the Karnali road bridge projects stalled across eight districts risk joining the long list of Nepali infrastructure promises that never reached the finish line.

Source: <a
