The Ministry of Infrastructure Development has registered the Building Act 2083 bill at the Federal Parliament Secretariat, Infrastructure Development Minister Sunil Lamsal announced in an October 2, 2026 post, saying the bill aims to guarantee every citizen’s right to housing.<\/p>\n

According to the minister, the bill proposes that low-income families receive a housing grant of up to Rs 75,000, with Rs 50,000 from the federal government and Rs 25,000 from the provincial government. First-time homebuilders who follow the government-set type designs and standards would receive river-sourced and natural construction materials free of charge; citizens applying to build cowsheds would also receive the needed natural materials free.<\/p>\n

The bill also proposes relocating disaster-affected, unsafe and risky settlements to safe locations, with the government building new houses there.<\/p>\n

For middle-income families, the bill proposes safe, earthquake-resistant smart homes meeting basic standards, priced between Rs 20 lakh and Rs 75 lakh with plinth areas of 900 to 1,300 square feet. The minister said citizens could get these homes through concessional loans: with Rs 5 lakh paid upfront, a house would be available at monthly installments of Rs 11,000 for 15 years.<\/p>\n
