According to Tunnels and Tunnelling, Autostrade per l’Italia and Webuild signed an 803 million euro contract on October 16, 2026 for Lot B of the project, the section beneath the port of Genoa. Webuild says it was awarded the port area contract in July, and the signing now puts the most complex part of the scheme under a construction contract. When complete, the crossing will be Italy’s first undersea road tunnel, according to the report.

Table of Contents

Toggle

How the Genoa undersea tunnel will be built

Why the project matters for Genoa

What happens next

How the Genoa undersea tunnel will be built

The overall route is about 4.2 kilometres long, according to Tunnels and Tunnelling. More than 3 kilometres of that route will run in two parallel tunnels, one for traffic in each direction, forming the central section of the new road. The route will connect San Benigno in the west with Viale Brigate Partigiane in the Foce district, passing beneath the port basin before rising again beneath the hill of the Carignano district. At its lowest point, the tunnel will reach a depth of more than 40 metres, according to the report.

Webuild will excavate using a tunnel boring machine 16 metres in diameter, one of the largest ever deployed in Italy, the company says. Excavating beneath a working port and dense urban areas is what makes the job so demanding, according to Webuild, which describes it as one of the most challenging underground structures to be built in Italy. Lot B is described in the report as the most complex section of the whole project, because the drive must pass under the port basin, under city districts, and then climb again on the eastern side.

Why the project matters for Genoa

The project is intended to improve transport links in Genoa and strengthen connections between the city and its port, according to Tunnels and Tunnelling. The port is one of the main logistics hubs in the Mediterranean, so a direct road link beneath the harbour is meant to move traffic more efficiently between the western and eastern sides of the city without depending only on surface streets through the port area. That is why the Genoa undersea tunnel is being watched closely well beyond the construction sector.

For engineers, the significance goes beyond traffic. A large diameter road tunnel beneath a live port, at more than 40 metres deep, tests tunnelling, ground control, logistics and safety systems at a scale Italy has not attempted for an undersea road crossing before.

What happens next

Work on the earlier section is already advanced. Deputy commissioner for the reconstruction of Genoa, Carlo De Simone, said Lot A works, which started in 2024, were nearing completion, according to the report. That earlier work involved demolition and site preparation, a 410 metre railway tunnel, the new port road network, and the Fosso San Bartolomeo floodway. With Lot A close to finished and the Lot B contract now signed, attention turns to mobilisation for the main tunnel drive and the arrival and assembly of the large boring machine. No opening date was given in the report, and the next milestones to watch are the start of excavation and progress beneath the port basin itself. All eyes will then be on the Genoa undersea tunnel as the main drive gets under way.

Taken together, the scheme shows how much planning sits behind a single crossing: a route of about 4.2 kilometres, twin tunnels for traffic in each direction, a depth of more than 40 metres below the port, and a boring machine 16 metres wide, all set within a working harbour and a dense city on both sides of the water.
