The Nuwakot District Police office building contract was procured through national competitive bidding by the District Police Office in Bidur, the headquarters of Nuwakot district in Bagmati Province. An office-cum-detention building combines the administrative offices of the police unit with detention facilities in a single structure. For a district police office, such a building houses investigation sections, record rooms and duty offices alongside secure holding cells, consolidating functions that are sometimes scattered across older or rented premises. The allied works in the contract generally cover the supporting site items that make the building fully operational. Bidur, as the district headquarters of Nuwakot, hosts the district-level offices of the Nepal Police.

What the Nuwakot District Police office building contract notice means

An intent-to-accept notice is not the same as a signed contract. Under Section 27(2) of Nepal’s Public Procurement Act 2063, a public office that intends to accept a bid must first publish a notice announcing its intention, naming the selected bidder and the quoted amount. The law then gives the other participating bidders a window of 7 days from the publication date to file a complaint or protest if they believe the evaluation was flawed. Only after this complaint period closes without a valid objection may the office proceed to sign the contract with the selected bidder.

This mechanism is an important transparency safeguard in public procurement. It allows unsuccessful bidders to scrutinize the decision and raise concerns through a formal channel before public funds are committed. If a complaint is found valid, the office may have to re-evaluate the bids or restart the process. If no complaint is filed within the 7-day period, or if complaints are resolved in the office’s favour, the office can move ahead with signing the Nuwakot District Police office building contract and the winner begins the construction work.

Once the complaint window closes and the contract is signed, Shree Chhayaandhari Nirman Sewa Pvt Ltd will mobilize to build the office-cum-detention complex for the District Police Office, Nuwakot, at the agreed price of Rs 57,848,386.14. The Kathmandu-based contractor was chosen through the average-bid-price evaluation under national competitive bidding.
